Description The goals of the Nonurbanized Area Formula Program are: (1) to enhance access of people in nonurbanized areas to health care, shopping, education, employment, public services and recreation; (2) to assist in the maintenance, development, improvement and use of public transportation systems in rural and small urban areas; (3) to encourage and facilitate the most efficient use of all federal funds used to provide passenger transportation in nonurbanized areas through the coordination of programs and services; (4) to assist in the development and support of intercity bus transportation; (5) and to provide for the participation of private transportation providers in nonurbanized transportation to the maximum extent feasible. To meet these goals, capital assistance grants are made available to purchase buses, vans, radios, wheelchair lifts, computers and other equipment necessary to transport human service clients and general public passengers. Administrative assistance is provided to public transportation systems that are open to the general public on more than an incidental and space available basis. Operating assistance is provided to small urban fixed route and user-side subsidy programs. Applicants for Nonurbanized Area Program funding must be identified in the locally adopted Community Transportation Service Plan (CTSP).
