| Description |
The Public Assistance Program (as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act) is designed to provide supplemental assistance to states, local governments and eligible non-profit organizations to alleviate suffering and hardship resulting from major disasters or emergencies declared. Expenses eligible for reimbursement under the Public Assistance program include: emergency protective measures, debris removal and disposal, and permanent work for the restoration and repair of eligible damaged facilities. Another FEMA program that is administered by the Public Assistance section is the Fire Management Assistance Grant Program (FMAGP) available to States, local and tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands, which threaten such destruction as would constitute a major disaster. Eligible firefighting costs may include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobiliazation and demobilization activities. The FMAGP provides a 75 percent Federal cost share and the State pays the remaining 25 percent for actual costs. |
| Grantee Eligibility |
Public Assistance from the Federal Government comes after the Governor requests a Presidential declaration of an emergency or major disaster through the FEMA Region IV Director (RD). Upon declaration of an emergency or major disaster by the President, a State application for Public Assistance is made through the Governor's Authorized Representative (GAR) to the FEMA Region IV Director. Following the granting of a Presidential declaration for a major disaster or an emergency, the Federal Emergency Management Agency (FEMA), awards grants for Public Assistance Program (infrastructure recovery) to the State. The Federal share of these expenses typically cannot be less than 75% of eligible disaster cost.
For State disasters declared by the Governor, the State pays 75% of eligible cost with the local government having the responsibility of the remaining 25% as stated in NC Chapter 166A, North Carolina Emergency Management Act.
