| Description |
The primary purpose of BIG-P is to provide matching grants to US States and Territories for the installation of tie-up facilities for transient, non-trailerable, recreational vessels 26 feet in length or greater. BIG-P is a Federally-funded grant program through the U.S. Fish and Wildlife Service.
Eligible activities that can be funded under BIG-P include:
A. Construction, renovation, and maintenance of tie-up facilities
B. Performing one-time dredging to give transient vessels safe channel depths between the tie-up facility and maintained channels or open water
C. Installation of navigational aids limited to giving transient vessels safe passage between the tie-up facility and maintained channels or open water
D. Funding preliminary costs including but not limited to appraisals, environmental reviews and permitting, feasibility studies, and site surveys
E. Implementing education plans to increase boater awareness of related opportunities
Tie-up facilities include docks, boat slips, fuel docks, pump out facilities, and land-based structures that support transient boaters such as laundry and shower facilities.
Ineligible activities that cannot be funded under BIG-P include:
A. Activities that do not provide public benefit, including the development of boat tie-ups that will be rented for longer than 10 days or sold. Mixed-use facilities are allowed to request money. All boat tie-ups that are developed using BIG-P money must meet the transient requirements. A facility that does not request money for the development of transient tie-ups must already have them in existence at the time of application.
B. Law enforcement activities
C. Construction, renovation, or maintenance of tie-up facilities that are designed for trailerable boats, long-term use (greater than 10 consecutive days) by a single party, or with a useful life of less than 20 years
D. Any specific activities completed or begun prior to receiving the award.
There are two levels of funding in BIG-P. Tier I provides each State and Territory up to $100,000 per Federal fiscal year. The DMF may request funding for multiple Tier I projects, however, the total request from NC for Tier I Federal funds may not exceed $100,000.
The USFWS designed Tier II to fund individual projects based solely on their merit using a national competition process. There are no limits on the Federal dollar amount projects may request, however, we suggest that applicants limit their Federal share request to not exceed $1.5 million per application. Typically, $10-12 million are available annually for Tier II projects nationally.
These grants can pay up to 75 percent of the total allowable costs. Funded proposals are required to provide at least 25 percent of the allowed project costs. In-kind contributions such as donation of real property (excluding land) by a municipality are allowed in lieu of providing cash for the match. All sources of matching funds must come from non-Federal dollars.
There is one application period per year. A formal request for proposals is released in early June with proposals due no later than early August. As these dates change annually, please continue to check for funding opportunities on our website.
