The program enhances services by providing services to residents in long-term care settings and congregate meal sites. AAA's contract with Legal Aid of NC(LANC) and a few private attorneys. Most programs receive only a few thousand dollars per county a year to provide services to seniors who are usually just above the income eligibility requirements for legal aid; however, the Older Americans Act, which funds this program, specifies that applicants not be means tested.
