| Description |
The State Medical Facilities Planning Section's goal is annual production of a Proposed and a Final State Medical Facilities Plan (SMFP), which provides to individuals, institutions, state and local government agencies and community leaders, policies and projections of need for healthcare facilities and services throughout the State of North Carolina. Generation of the SMFP is accomplished through providing the public opportunities to submit comments and petitions at public hearings, supporting the NC State Health Coordinating Council and its committees and tracking healthcare services inventory and utilization data. Chapters of the SMFP deal with specific facility/service categories and contain summaries of the supply and utilization of each type of facility or service, descriptions of policies related to and methodologies used to project need (and any changes in policies/methodologies) and need projections. The need projections are used in conjunction with statutes and rules in reviewing certificate of need applications for establishment, expansion, or conversion of healthcare facilities and services. |
