Description Session Law 2005-276 mandates DHHS to develop a Quality (QI) Consultation Program for Adult Care Homes. This is a new program to be implemented by the 100 county departments of social services (DSSs)with all 1300 licensed care facilities in the state. A pilot is being conducted in four counties and a timetable for statewide implementation will be determined. The QI program is comprehensive and addresses the following: principles and philosophies that are resident centered and promote dignity, choice, and indepenedence; a continuous quality improvement approach with a focus on resident satisfaction and optimal outcomes; dissemination of best practice models; utilization of standardized instruments to access and measure adult care home performance and resident outcomes; utilization of quality improvement plans; training for county DSS staff to implement the Program; a distinction between the regulatory role of the Division of Health Service Regulation and the QI consultation and monitoring roles carried out by the DSSs; and identification of staffing and other resources needed to implement the Program Statewide.
