Description The Workforce Investment Act (WIA) authorizes the use of funds to dislocated workers who are displaced from their current employment. WIA provides for three levels of services: core services; intensive services; and training. Individuals may access training services through individual training accounts. The cornerstone of this new workforce development system is One-Stop service delivery that unifies numerous training, education and employment programs in a single, customer-friendly system in local communities. The underlying principle of One-Stop is the coordination of programs and services, and governance structures so that the customer has access to a seamless system of workforce investment services. Through the One-Stop system, the workforce investment system is the gateway to a variety of employment, training, educational and other human resources programs. In North Carolina, the One-Stop delivery system is called the JobLink Career Center System. Any individual has access to the One-Stop system and to basic employment-related services. North Carolina has indicated that it will provide priority consideration for adult training services to low-income individuals, welfare recipients and veterans. The Dislocated Worker Program provides a wide range of employment and training services from basic education skills to occupational skills training. Job search and job placement assistance services are also available. JobLink partners ensure that appropriate services based on individual needs are provided in a coordinated and friendly manner. All dislocated workers may receive some level of service at their local JobLink Career Center including basic job search assistance and use of computers and career resources materials. More intensive services, based on individualized assessment may be developed under the guidance of a center counselor. An employment plan, an ongoing written strategy that identifies the individual's employment goal and the appropriate combination of services necessary for achievement of the employment goal, will then be followed. The program offers retraining for workers dislocated by plant closings and layoffs. Under certain circumstances training may also be provided to employed individuals to upgrade their skills to remain marketable in our rapidly changing economy.
