Description The Workforce Investment Act (WIA) authorizes the use of the funds for youth activities. It establishes the local youth council, whose role is to ensure the provision and coordination of year-round workforce investment activities (including summer employment opportunities) to low income youth in the local area. The WIA services two youth participant populations: younger youth, ages 14 yrs. to 18 yrs., and older youth, ages 19 yrs. to 21 yrs. There are three (3) levels of services provided: core, intensive and training. In North Carolina, the One-Stop delivery system is called the JobLink Career Center System. Any youth has access to the One-Stop system and to basic employment-related services. Youth must be low-income individual based on federal guidelines and must experience a specified barrier to employment to receive WIA services. Special emphasis is given to providing services to out-of-school youth.
