| Description |
The Homeland Security Grant Program (HSGP) is a nationally-competitive, US Department of Homeland Security (DHS) grant program administered by the Governor's appointed State Administrative Agency (SAA) for Homeland Security, the North Carolina Department of Crime Control and Public Safety (NCCCPS). The Secretary of NCCCPS is designated by the Governor as the State's Homeland Security Advisor (HSA) and, as such, is recognized by the US Department of Homeland Security as the NC Primary Point of Contact (POC) for Homeland Security. The HSA, with support from the State Emergency Response Commission (SERC), administrates the State Homeland Security Program (SHSP) through the North Carolina Division of Emergency Management's (NCEM) Homeland Security Branch (HSB).
The State Homeland Security Program's associated grant programs enhance the capability of state and local emergency responders to protect, prevent, respond to, and recover from natural or man-made disasters, particularly from acts of terrorism involving weapons of mass destruction (WMD), i.e. chemical, biological, radiological, nuclear and explosive (CBRNE) devices.
The State Homeland Security Program includes the following grant programs: Homeland Security Grant Program (HSGP), State Homeland Security Program (SHSP), Urban Area Security Program (UASI), Metropolitan Medical Response System (MMRS), Citizen Corps Program (CCP),Buffer Zone Protection Program (BZPP), Port Security Grant Program (PSGP), Transit Security Grant Program (TSGP), UASI Nonprofit Security Grant Program (NSGP), Interoperable Emergency Communications Grant Program (IECGP), Public Safety Interoperable Communications Grant Program (PSIC), and Operation Stonegarden (OPSG. |
