| Description |
ECONOMIC DEVELOPMENT- provides grants to local governments for various types of infrastructure improvements to assist for-profit businesses create or retain jobs. Funding for projects is based on the number of jobs to be created and the level of distress in the community applying for the funds. Sixty percent of the jobs created or retained in a project must be for persons qualifying as prior low and moderate income (LMI). A local funding match of at least 25% is required except in the 27 most distressed counties as defined in the Article 3J Tax Credit Act and current 21st Century Communities. Under certain conditions, financial assistance to private companies is available as loans to be negotiated by the local government applicant and a participating NC commercial bank at a level not to exceed 50% of the total loan need.
SMALL BUSINESS and ENTREPRENEURIAL ASSISTANCE- assists local governments that are already in the process of developing a coordinated effort to support and grow their community's small businesses. The local government would identify small businesses ready to hire additional full-time people but in need of funding to make this possible. It is open to all local governments eligible under the NC CDBG program, but Tier 1 and 21st Century Communities will receive extra points during application scoring for their designation as a distressed community. At least 70% of grant funds must go toward creating or retaining jobs for LMI persons. Local governments can apply for grants of between $150,000 and $250,000.
COMMUNITY REVITALIZATION-
A Community Revitalization project's purpose is to revitalize, through improvements, preservation or development, a residential area (or 2 residential sub-areas) delineated by a distinct boundary formed from property lines, streets, or natural topographical features. Eligible activities are housing activities (acquisition, disposition, clearance, relocation and rehabilitation), street improvements, public water and public sewer. Other activities may be eligible with pre-approval. Communities may request up to $1 million.
SCATTERED SITE HOUSING- County governments receive $400,000 in scattered site housing grants every 3 years to address the most critical housing needs of very low-income families throughout the county including participating municipalities. Approximately 33 counties receive scattered site housing grants each year.
INFRASTRUCTURE- assists local governments in correcting problems that pose a severe health or environment risk where at least 70% of the residents are LMI. Eligible activities include the installation of public water or sewer lines, improvements to water or sewer treatment plants that have specific problems such as being under moratoriums or special orders of consent. The maximum award is $750,000.
INFRASTRUCTURE HOOK-UP- enables local governments with existing public water and/or sewer lines to connect or hook-up LMI households to non-CDBG funded lines. The maximum award is $75,000.
HOUSING DEVELOPMENT- focuses on the creation of multi-unit rental developments and single-family units, while also providing support for homeownership activities for LMI families. Preference for housing development grants goes to local governments in Tier 1 and Tier 2 counties, municipalities that have designated state development zones, and 21st Century Communities. The maximum award is $250,000.
URGENT NEEDS- provides funds to help communities recover from needs that have arisen during the preceding 18-month period that pose an imminent threat to the health or safety of the community where no other funds are available. Urgent Needs grants are available on an as needed basis until funds are exhausted.
CAPACITY BUILDING- assists local non-profits in partnership with their local governments in developing appropriate and competitive projects using state CDB |
